The government is implementing the Beijing Treaty on Audiovisual Performances. We have reviewed the submissions submitted as part of our Call for Views and have set out possible options for implementation in this consultation. We are seeking your views on these options and evidence in support of your comments.

The consultation summarises the main provisions of the Treaty, provides an overview of evidence gathered as part of the Call for Views and sets out possible options for implementation. It also provides an opportunity to comment on draft legislation covering two main options:

  • make necessary changes and introduce exclusive rights of broadcasting and communication to the public for audiovisual performances

  • make necessary changes and introduce right to equitable remuneration for broadcasting and communication to the public of audiovisual performances.

A consultation-stage Impact Assessment is included.
